Seal Beach Boulevard is the major north-south arterial for the City of Seal Beach and links Pacific Coast Highway with I-405. Westminister Avenue is an east-west arterial linking Orange County with the City of Long Beach. This intersection has experienced increases in traffic congestion due to its freeway bypass nature. this project proposed to reduce congestion by the addition of travel and left turn lanes as well as enhance safety by re-aligning a substandard curve on Seal Beach Boulevard. This project consists of an additional southbound left turn lane and through lane on Seal Beach Boulevard and an additional left turn lane for east and west bound and additional through lanes on Westminister Avenue. Traffic Signal modifications are also to be made, which interconnect the intersection of Seal Beach Blvd./Westminister Ave. to the intersection of Westminister Ave./Kitts Highway. Project requirements were performed in restrictive r/w.
